How would you solve the problem of aggressive football fans? Is it a problem in Poland?

Aggressive football fans are a very serious problem in Poland and the government has long been trying to solve it – without much success. It is not easy, though not impossible to overcome this burning issue, as many other countries have managed to cope with it. For example, Great Britain has introduced very strict law severely punishing most aggressive football fans, and decided to install cameras on the stadiums. Since itworked for them, maybe we should consider doing the same?
